Get recent Steam request timing
Read up to 24 hours of five-minute timing buckets for an active Steam account. Measurements cover observed correlated protocol responses, include Steam processing, and exclude local send queue time. Missing buckets are unknown rather than zero. This bounded history does not require pagination and never contacts Steam.
